Apply for Learner's License
Overview
- The first step to driving a motor vehicle is to obtain a ‘Learner’s Licence’. For obtain a learner licence one have to apply to the licencing authority of his jurisdiction where the applicant resides or carries business. Learner’s Licence is a purely temporary one valid for 6 (six) months only and it is issued to an applicant to learn how to drive.
Eligibility Criteria
- For applying for a licence one must be 18 (eighteen) years of age and for driving a transport vehicle one must be 21 (twenty one) years of age. But a person attaining the age of 16 (sixteen) years can drive a motor cycle with engine capacity not exceeding 50CC in a public place.
Documents Required
The following Documents should be attached to the form prescribed in Schedule I and II- Ration Card
- Electoral Roll
- Life Insurance Policy
- Pay Slip issued by any State or Central Govt. body
- Self swearing affidavit by an applicant before an Executive Magistrate or a 1st Class Judicial Magistrate or a Notary Public as evidence of address
- Age Proof Documents
- Birth Certificate
- School Certificate
- Certificate granted by a registered Medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant.
- Pay Slip issued by any State or Central Govt. body
Test for Learner's License
- Applicant of a learner licence shall have to present himself before the licensing authority for a preliminary test. The test will be conducted by the Inspector of Motor Vehicles and the applicant has to satisfy the Motor Vehicle Inspector with adequate knowledge of traffic signs and signals and rules of the road regulations. The applicants who are already having a driving licence are exempted from applying the preliminary test in case of additional endorsement of new class of vehicle.
How to apply
- For obtaining a Learner’s Licence you have to apply to the licence authority or District Transport Officer, in whose jurisdiction, the applicant resides.
- The form for application is given below in Schedule I and Schedule II
Validity Period
- Learner’s licence are valid for a period of 6 (six) months. The holder of a learner’s licence must drive a car with prominently display the letter ‘L’ at the front and rear of the car and he must be accompanied by a permanent licence holder at the time of driving

Apply for Driver's License
Overview
- In order to drive a motor car / vehicle in a public place one must possess a valid driving licence issued by the Licencing Authority. It is illegal to drive a motor car without having an effective driving licence and similarly no person shall drive a Transport Vehicle in a public place unless his driving licence specifically entitles him so to do. The District Transport Officer’s of various districts is the competent authority to issue driving licence in Assam.
Eligibility Criteria
- For applying for a licence one must be 18 (eighteen) years of age and for driving a transport vehicle one must be 21 (twenty one) years of age. But a person attaining the age of 16 (sixteen) years can drive a motor cycle with engine capacity not exceeding 50CC in a public place.
- The applicant who has held a valid learner’s licence for a period of at least 30 days or within 180 days from the date of issuance of learner’s licence can apply for the permanent driving licence.
Documents Required
The following Documents should be attached to the form prescribed in Schedule I and II- Your valid learner’s licence
- Three copies of recent passport size photo
- Proof of age and residence
- In case of Transport Vehicle certificate in Form given in Form 5 issued by a driving training school/establishment
- In case of endorsements of categories your original licence
- Police verification
Process Flow
- After the scrutiny of your documents you have to appear a test of competence to drive a vehicle as per the procedures laid down under Rule – 15 of Central Motor Vehicle Rules, 1989. For this driving test you have to bring your vehicle along with you to the District Transport Office and here the M.V.I.’s will test your driving skills, knowledge of traffic rules and regulations and familiarization with the vehicle. The candidate who passes the test of competence successfully will be issued with a driving licence.

Validity Period
- Generally a licence is valid for 20 years from the date of issue or till you turn 50 years of age which ever is earlier. But the driving licence issued for Transport Vehicle will be valid for 3 (three) years.

Apply for Temporary Registration
Overview
- As per the Section 43 of The Motor Vehicle Act, 1988 a temporary registration can be done to a vehicle when a manufacturer provide only the chassis and the purchaser/owner has to attach or built the body in later period.
- In such cases a temporary registration for a period of one month may be granted for the purpose of body building of the vehicle. If more than a month of period is required the temporary registration certificate may be extended.
- A temporary registration number is assigned by the dealership from which the vehicle is purchased which serves the purpose when the vehicle is brand new and is yet to be permanently registered.
- This unique number is normally valid for a period of maximum one month, in which the vehicle should be registered by the concerned Regional Transport Office (RTO) authority.
Process Flow:
- Apply in Form 20 to the Registering Authority or the Dealer recognised by the Transport Commissioner with required documents/forms duly filly.
Guidelines for filling the form:
- Step 1: Apply for temporary registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is or to the dealer dealing in the sale of New Motor Vehicles Recognised by the Transport Commissioner.
- Step 2: Provide copies of Sale Certificate, Insurance Certificate and Road worthiness Certificate
- Step 3: Pay tax and fee as specified in Central Motor Vehicle Rules 1989 for temporary registration
For Extension of Registration:
- You can apply for the extension of the period of temporary registration to the Registering Authority by specifying the reason and period up to which the extension is required.
- You can apply for the extension of the temporary registration for maximum two times.
- In case you have already applied for extension once and are again applying for extension, you will have to pay the penalty as per Central Motor Vehicle Rules 1989.
- Pay fee and tax for extension as specified in in Rule 81 of Central Motor Vehicle Rules 1989.

- Proof of address (Ration card, Electricity bill etc.)
- Design approval copy of STA in case Trailer or Semi-Trailer
- Original sales certificate from the concerned authorities in Form 21 in case of ex-army vehicle

Apply for Renewal of RC of Non-transport Vehicle
Overview
- Every registration certificate is required to be renewed not more than 60 days before the date of its expiry of the registration for its continuous use. After going through the procedure your vehicle Registration Certificate will be renewed for a period of 5 (Five) years.
Process Flow
- Apply in Form 20 to the Registering Authority or the Dealer recognised by the Transport Commissioner with required documents/forms duly filly.
Guidelines for filling the form:
- Step 1: Apply for renewal of certificate of registration in Form 25 to the Registering Authority in whose jurisdiction the vehicle is, not more than 60 days before the date of its expiry.
- Step 2: Pay the due taxes on vehicle, if any.
- Step 3: Pay appropriate fee as specified in Rule 81 of the Central Motor Vehicle Rules 1989.

Apply for Duplicate Registration Certificate
Overview
- When a registration certificate of a vehicle is reported to be lost, mutilated, torn or used-up, duplicate registration certificate is issued to the registered owner.
Process Flow
- If at any time, the certificate of registration is lost or destroyed, report to the police station in the jurisdiction of which the loss or destruction has occurred.
- Intimate that fact in writing to the registering authority by whom the certificate of registration was issued.
- Apply for duplicate certificate of registration to the last registering authority in Form 26 .
- Pay appropriate fee as specified in Rule 81 of the Central Motor Vehicle Rules 1989.

Register for Transfer of Ownership
Overview
- If the owner of a motor vehicle migrated to other state or shifts his place of business then he should inform the registering authority within 30 days from the date of arrival in the new place.
Process Flow
- Application has to be made in Form 33 within 30 days of change in address along with required documents.
- Pay appropriate fee as specified in Rule 81 of the Central Motor Vehicle Rules 1989.

Register for Transfer of Ownership
Overview
- As per the Section 39 of Motor Vehicle Act 1988 no person shall drive any motor vehicle and no owner of motor vehicle shall permit the vehicle to be driven in any public place or any other place unless the motor vehicle is registered in accordance with the Chapter-IV of The Motor Vehicle Act, 1988. After purchasing the vehicle from the dealer the owner shall have to register the vehicle in the District Transport Office, in whose jurisdiction, the applicant has the residence or a place of business.
Process Flow
- An application for registration of a motor vehicle is required to be made to the registering authority within a period of seven days from the date of taking delivery of such vehicle, excluding the period of journey.
- Apply for permanent registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is.
- Confirm the type of registration number (Fancy number/Choice number/General number)
- Confirm about the usage requirement of HSRP/smart card
- Pay appropriate fee as specified in Rule 81 of Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card
- Pay Tax as per Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card

How to apply
- The owner shall have to apply for registration of the vehicle in the District Transport Office or through online Dealer Points.
