Driving License
- The Government of NAGALAND is committed to provide Simple, Moral, Accountable, Responsive and Transparent (SMART) services to the people through the concept of Citizens' Charter. The Transport Department, as part of the implementation of this Citizens' Charter, has simplified the procedures to get a Driving License.
Why do you need a Driving License?
- As per Motor Vehicle Act 1988, a valid Driving License is necessary to drive any motor vehicle on public roads.
Where do you get it?
- At the Regional Transport Office or District Transport Office, having jurisdiction over your residential area.
When do you get it?
- After completion of 16 years of age, for driving motor cycles with engine capacity not exceeding 50cc with the consent of the parent / guardian.
- After completion of 18 years of age, motor cycles with engine capacity exceeding 50cc and light motor vehicle.
- After completion of 20 years of age, for an endorsement to drive transport vehicles.
How to get a licence ?
- There are two stages to get a Permanent Driving License.
- Stage I : Obtaining a Learner's License
- Stage II : Obtaining a Permanent License
How long is the Driving License valid?
- License to drive a Non-Transport Vehicle is valid for 20 years from the date of issue or until the holder attains the age of 50 years, whichever is earlier. After that, the License is renewed every 5 years.
- Transport Vehicle License is valid for a period of 3 years from the date of issue or renewal.
Learner's license
- Medical Certificate in form 1A wherever applicable. An application for a medical certificate(Form - IA) shall contain a declaration in Form - 1.
- 3 recent passport size photographs of the applicant.
- Remember to bring the originals of the documents whose attested copies are enclosed.
- Applicants for Transport Vehicle License must produce a Permanent Driving License for Light Motor Vehicle held by him at least for one year, medical certificate in form 1A and he should attain the age of 20 years.
- Applicants for Learner's License shall pass a test regarding basic traffic signs and driver's responsibilities.
- The Learner's License so issued is valid for a period of six months from the date of issue and is renewable for another period of six months, during its validity.
- Application Form II (available with the department) Age Proof attested copies of any of the following :
- School certificate
- Pass port
- Birth Certificate
- Certificate from Central/State Govt. or a local body
- Identity card/voter list
- PAN of Income Tax card
- Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant.
- Other authentic proof acceptable by Licensing Authority. Residence proof – attested copy of any of the following:
- Ration Card,
- Ration Electoral Roll,
- Life Insurance Policy,
- Passport,
- Electricity or Telephone Bill,
- Pay slip issued by any office of the Central Government or a State Government or a local body,
- House Tax Receipt,
- School Certificate,
- Birth Certificate,

Permanent licence
How to get Permanent licence?
- You should have a valid learner license.
- Approach your Regional / District Transport office of the Licensing Authority.
- Remember to bring your original documents along with the above.
- For obtaining a fresh driving license he/she has to undergo driving test of the relevant vehicle for which he/she has applied for and pass the test of competence to drive.
- After scrutiny of your documents you will be put through the driving test. For driving test you have to bring your vehicle with you. You will be tested for your driving skills, familiarization with the vehicle, traffic rules & regulations. You can be asked about the vehicle system and safety. Please carry the following
- Your valid original learner`s license.
- Application in Form No.4
- Applicable Fee.
- Proof of age Age Proof attested copies of any of the following
- School certificate
- Pass port
- Birth Certificate
- Certificate from Central/State Govt. or a local body
- Identity card/voter list
- PAN of Income Tax card
- Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant.
- Other authentic proof acceptable by Licensing Authority. Proof of Residence – attested copy of any of the following
- Ration Card,
- Electoral Roll,
- Life Insurance Policy,
- Passport,

- Birth Certificate,
- One recent passport size photograph
- Form No.5 in case of commercial license.
- The vehicles for which category you are applying the license.
- Your original license in case of endorsements of categories.

Renewal of Driving License
How long is the driving license valid?
- Your license is valid for 20 years from the date of issue or till you turn 50 years of age, whichever happens earlier. However, if your license is for a commercial, passenger or goods vehicle it must be renewed after every three years.
Do I require a medical certificate at the time of renewal?
- You require medical certificate if you have commercial license.
Documents required for renewal of Driving License

For Private License:
- Application in Form No.9.
- Applicable Fee.
- 2 copies of your recent passport size photograph.
- Driving license held.
- Proof of age and residence.
- Medical form No.1 self declaration of physical fitness. For Commercial License:
- The above documents as used in Private License
- Medical form No.1 A in all cases.
- Driver refreshing Training certificate in case of HMV.
Duplicate License
- If you cannot provide the particulars it is advisable to go ahead for fresh license instead of duplicate license. You will require :
- Application in Form LLD.
- FIR of the lost license
- Challan clearance report from Traffic Police (in case of Commercial license renewal).
- Applicable Fees.
- For duplicate license you have to approach the issuing authority and the particulars will be verified from their records. The validity of duplicate license will be the same of your previous license. The original issuing authority will issue your duplicate license.
International Driving License
- Valid driving license issued from Nagaland.
- Valid passport
- Valid Visa
- Applicable Fee
- Two passport size photograph.
- Attested copy of address proof. Residence proof – attested copy of any of the following:
- Ration Card,
- Electoral Roll,
- Life Insurance Policy,
- Passport,
- Electricity or Telephone Bill,
- Pay slip issued by any office of the Central Government or a State Government or a local body,
- House Tax Receipt,
- School Certificate,
- Birth Certificate,
- Attested copy of birth certificate Age Proof attested copies of any of the following :
- School certificate
- Pass port
- Birth Certificate
- Certificate from Central/State Govt. or a local body
- Identity card/voter list
- PAN of Income Tax card
- Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon, as to the age of the applicant.
- Other authentic proof acceptable by Licensing Authority.

Vehicle Registration
Necessity for Registration ?
- No person shall drive any Motor Vehicle and no owner of Motor Vehicle shall cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is Registered in accordance with Chapter 4,section 39 of IMV Act 1988.
Registration where to be made ?
- Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registering Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.
Registration
The registration procedure includes the vehicle to be inspected physically by Inspecting Authority at zonal office for its particulars and followed by registration.- Sales certificate in Form 21*.
- Road worthiness certificate in Form 22* from the manufacturers ( Form 22A* from the Body builder).
- Valid Insurance Certificate.
- Proof of Address(Ration Card, Electricity Bill,.....).
- Design approval copy of STA in case Trailer or Semi Trailer.
- Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex _Army Vehicle.
- Pollution Under control Certificate.
- Customs Clearance Certificate in the case of Imported Vehicles.
- Appropriate Fee as specified in Rule 81 of CMV Rules.
- Form 34 duly signed by owner and the Attested copy (by Gazetted Officer) of the G.I.R. no./Pan no. financier in case vehicle is bought on Hypothecation.
Registration renewal
- As per rules registration of any private vehicle is done for a maximum period of 15 yrs.
- An application for Renewal of Certificate of Registration shall be made in Form 25 not more than 60 days before the date of its expiry, by paying the appropriate fee as specified in Rule 81 of the Central Motor Vehicle Rules 1989, to the Registering Authority in whose Jurisdiction the vehicle is. Requirements
- Vehicle
- Application on form 25.
- Registration certificate in original.
- Proof for the payment of up-to-date road tax paid.
- Attested copy (by Gazetted Officer) of insurance certificate.
- Attested copy (by Gazetted Officer) of pollution under control certificate.
- Attested copy (by Gazetted Officer) of address proof.
- Payment of tax dues if any.
- Prescribed fee.
Transfer of ownership
- The transfer of ownership of a vehicle is to be applied in the concerned zonal office where vehicle is already registered and following are the documents to be submitted
- Registration certificate in original
- Form no.29 duly filled in duplicate (attested one copy)
- Form no.30 duly filled in duplicate
- Attested copy of valid insurance certificate
- Attested copy of address proof of buyer
- Attested copy of valid Pollution Under Control Certificate
- Prescribed fee Note: Attested copy means photo copy attested by MLA/ Nigam Parshad/ Gazetted officer/ notary public For commercial vehicles in addition to above
- Permit surrender slip for S.T.A.
- Challan clearance from Traffic Police & Enforcement branch of the Transport Dept. are required.
- Tax clearance report from Accounts.
- Copy of Valid Fitness certificate.
