Process of Driving License

Learner's / Permanent License
Need for a Driving Licence
- No person shall drive a motor vehicle in any public place unless he holds an effective driving licence issued to him by the Licensing Authority, authorising him to drive the vehicle.
Licensing Authorities
- The Joint Commissioner/ Deputy Commissioner and the Regional Transport Officers are the Licensing Authorities. The Administrative Officers and Motor Vehicle Inspectors are the Additional Licensing Authorities.
Age limit to obtain Driving Licence
- An applicant who has completed sixteen years of age is eligible to apply for a driving licence to drive a motor cycle with engine capacity below 55 cc subject to the condition that the parent or guardian should furnish a declaration in the manner prescribed.
- The applicant who has completed the age of eighteen years of age is eligible to apply for a driving licence to drive a motor vehicle other than a transport vehicle.
- An applicant who has completed twenty years of age will be eligible for applying for a licence to drive a transport vehicle.
Permanent License Procedure
- Schedule an appointment for the test of competence online by visiting the website or any RTO office where such facility exists. In other cases schedule an appointment directly at the Office Concerned.
- An application in Form 4, for a permanent driving licence shall be made along with the Learners' Licence obtained for such class of vehicle.
- The applicant who has held a valid Learners' Licence, for a period of at least 30 days, shall be competent to appear for the test of competence.
- The test of competence will be conducted by the competent authority.
- The applicant should bring a vehicle of the type to which the application relates.
- The applicant should satisfy the officer conducting the test regarding his capability to drive the vehicle and his ability to perform the tasks specified in Rule-15(2) of the CMVR.
- The candidate who passes the test of competence successfully will be issued with a driving licence and sent through speed post to the address funished.

Renewal License
- An application for renewal shall be entertained not more than one month before the date of expiry of the licence. If the application is late for more than five years after the date of expiry of the licence, the applicant should undergo all the formalities to obtain a fresh licence.
- If the application for renewal is made previous to, or not more than 30 days after the date of expiry of the licence, the renewal will be made with effect from the date of its expiry.
- If the application is made more than 30 days after the date of expiry of the licence, the renewal will be made with effect from the date of receipt of proper application. In such cases a fee of Rs. 30/- will be realised.

A duplicate driving licence will be issued in the following circumstances
- When the licence is lost or destroyed
- When the licence is defaced or torn or completely written up
- When the photograph affixed to the licence requires replacement

Addition to a new Class of Vehicle to a Driving Licence
- A person holding a driving licence for Motor Cycle may similarly apply for addition of a light motor vehicle at any time.
Documents Required for Addition class licence
- Valid Driving Licence.
- Valid Learners' Licence for the category.
- Application in Form 8.
- Form 1(Self declaration as to the physical fitness for Non- Transport vehicles only).
- Form 1A (Medical Certificate-for Transport Vehicles only).
- Fees as prescribed along with user charges.

Vehicle Registration
About
- A temporary registration number is assigned by the dealership from which the vehicle is purchased which serves the purpose when the vehicle is brand new and is yet to be permanently registered.
- This unique number is normally valid for a period of maximum one month, in which the vehicle should be registered by the concerned Regional Transport Office (RTO) authority.
For temporary registration
- Apply for temporary registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is or to the dealer dealing in the sale of New Motor Vehicles Recognised by the Transport Commissioner
- Provide copies of Sale Certificate, Insurance Certificate and Road worthiness Certificate
- Pay tax and fee as specified in Central Motor Vehicle Rules 1989 for temporary registration
For extension of temporary registration
- You can apply for the extension of the period of temporary registration to the Registering Authority by specifying the reason and period up to which the extension is required.
- You can apply for the extension of the temporary registration for maximum two times.
- In case you have already applied for extension once and are again applying for extension, you will have to pay the penalty as per Central Motor Vehicle Rules 1989.
- Pay fee and tax for extension as specified in in Rule 81 of Central Motor Vehicle Rules 1989

- Copy of PAN card of Form 60 and Form 61 (as applicable)*
Permanent Registration
- As per CMVR, the vehicle can be driven or allowed to be driven in public place only after registration by registering authority as under the provision of section 39 of motor vehicle Act 1988.
- An application for registration of a motor vehicle is required to be made to the registering authority within a period of seven days from the date of taking delivery of such vehicle, excluding the period of journey.
Guidelines for Permanent Registration
- Apply for permanent registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is
- If the vehicle has been temporarily registered then apply before the temporary registration expires
- Confirm whether the registration involves hypothecation in which case refer Hypothecation
- Confirm the type of registration number (Fancy number/Choice number/General number).
- Confirm about the usage requirement of HSRP/smart card
- Pay appropriate fee as specified in Rule 81 of Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card
- Pay Tax as per Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card
Documents required for Permanent Registration
- Application in Form 20
- Sales certificate in Form 21
- Road worthiness certificate in Form 22 from the manufacturers (Form 22A from the Body builder)
- Pollution under control certificate
- Valid insurance certificate
- Proof of address (Ration card, Electricity bill etc.)
- Design approval copy of STA in case Trailer or Semi-Trailer
- Original sales certificate from the concerned authorities in Form 21 in the case of ex-army vehicle
- Custom's clearance certificate along with licence, and bond in case of imported vehicle
- Temporary registration, if any
- Form 34 (in case of HP endorsement)
- Copy of PAN card of Form 60 and Form 61 (as applicable)*

Types Of Permit And Its Condition
Goods Carrier Permits
- Such permit is granted under Section 79 of the Motor Vehicles Act,1988, to a goods vehicle operating within the state. Permits granted to a particular vehicle for carrying a particular load has to be plied for that particular area only.
Counter Signatures of Goods Carrier permits
- These are the permits which are initially issued by one state and later on endorsed in another state by the concerned State or Regional Transport Authority under section 88 of Motor Vehicle Act, 1988.
- In view of the Delhi Government Notification number F. PA/JCV/OPS/Tpt./1613/05/1447 dated 5th January 2006, counter signatures are not being done under section 88 of Motor Vehicle Act, 1988 for those goods vehicle registered in other states and having a gross vehicle weight upto 7500 kg. if not running on clean fuel.
National Permits
- National permits are issued to goods vehicles to enable them to go outside the home state. National Permit is issued for a minimum of four continuous states (including the home state) under rule 86 & 87 of Central Motor Vehicles Rules, 1989.
- For obtaining such permits the maximum age of a particular vehicle should not exceed 12 years. However, maximum age in case of a multi-axle vehicle should not exceed 15 years. For the issue of National Permit, applicant has to apply on form 46 and 48 along with other formalities
Temporary Permits
- A temporary permit is issued by STA under Section 87 of Motor Vehicles Act, 1988 to transport vehicle for a limited period, enabling the vehicle to go out side Delhi for the following reasons:
- For the conveyance of passengers on special occasions such as to and from fairs and religious gatherings, or
- For the purposes of a seasonal business, or
- To meet a particular temporary need, or Pending decision on an application for the renewal of a permit.
- The applicant has to apply on form P. TEMP. A.DLY/DLZ (ALL India Tourist Permits cab) :
- This permit is given for motor cabs having seating capacity of five. The colour of the cabs are permitted as white only. The applicant for this permit should have an office having telephone at suitable tourist passengers booking place . The applicant should have authorised parking place to park these vehicles and adequate financial resources to purchase the vehicle. The road tax\passenger tax of vehicle is paid at state borders. DLZ permits are given to luxury cars.
