Process of Driving License

Vehical Licence
For Learner License one has to apply before the Licensing Authority along with the following documents
- Application in Form No.2.
- Medical Certificate in Form No. 1-A.
- Three recent passport size photographs.
- Fees specified rule-81.
- Proof of age & address.
For the permanent Driving License one has to apply before the Licensing Authority along with the following documents:
- Application in Form No. 4.
- Learner License.
- Three recent passport size photographs.
- Fees specified rule-81.
- Driving Certificate in form-5 issued by approved Training School (Compulsory for Transport Vehicle License).
For the renewal of Driving License one has to apply to the Licensing Authority along with the following documents:
- Application in Form.9.
- Permanent Driving License.
- Medical Certificate in Form 1-A.
- Fees specified rule-81.
- Three copies of passport photographs.
Fees
The prescribed fees for various Licenses issued by the department are listed below. (revised vide Ministry of Road Transport and Highways Notification dated May, 31, 2002)
- Learner License - Rs. 30.00/-.
- Permanent Driving License - Rs. 40.00/-.
- Permanent Driving License( in laminated card ) - Rs. 200.00/-.
- Renewal of DL - Rs. 50.00/-.
- Driving test - Rs. 50.00/-.
- Conductor License fees - Half of DL fees.
- Endorsement of new class of vehicle in laminated card - Rs. 200.00/-.
- Renewal of DL after expiry of grace period - Rs. 100+50 (per year).
- Registration / Renewal of Driver Training School - Rs. 2500.00/-.
- For second copy of Registration / Renewal of Driver Training School - Rs. 2500.00/-.
- For appeal against orders of the Licensing Authority - Rs. 100.00/-.
NOTE: These fee rates are subject to change. The details of fee rates should be referred to in the latest amended Central Motor Vehicles Rules, 1989 and UP Motor Vehicle Rules, 1998.

Vehical Registration
For the Registration of the vehicle one has to apply to the Registering Authority with in seven days of purchase along with the following documents.
- Application in form-20.
- Sale certificate in form-21.
- Form 22 issued by Dealer.
- Valid insurance certificate.
- Proof of Address.
- Temporary registration, if any.
- Form-A under Taxation Act, 1997.
- Fees Specified in Rule 81.
- Passport size photograph.
- In case of imported vehicle, Custom clearance certificate along with the license and bond.
For the Transfer of the Ownership of Motor vehicle. The application has to be submitted along with the following documents.
- Form 29 and Form 30 .
- Registration certificate.
- Insurance certificate.
- N.O.C. of the vehicle, if registered outside Uttarakhand.
- Fees as specified in Rule-81.
- Passport size photograph of Purchaser and Seller.
- Tax clearance certificate.
For Grant of No Objection certificate. The grant of NOC, one has to apply with the following documents.
- Form 28 in triplicate.
- Registration certificate.
- Insurance certificate.
- Tax clearance certificate.
- Pollution Under Control certificate.
- Fees payment receipt.
Fees

- Trade certificate ( Motorcycle ) - Rs. 50.00/- each.
- Trade certificate ( Invalid carriage ) - Rs. 50.00/- each.
- Renewal of trade certificate ( motorcycle / invalid carriage ) - Rs. 50.00/- each.
- Others - Rs. 200.00/- each.
Registration Book Issue / Renewal of Registration / Allotment of new number
- Invalid Carriage - Rs. 20.00/-.
- LMV ( non transport ) - Rs. 200.00/-.
- LMV ( Light commercial vehicle ) - Rs. 300.00/-.
- Medium passenger vehicle - Rs. 400.00/-.
- Heavy passenger vehicle - Rs. 600.00/-.
- Imported motorcycle - Rs. 200.00/-.
- Motorcycle - Rs. 60.00/-.
- Medium goods vehicle - Rs. 400.00/-.
- Heavy goods vehicle - Rs. 600.00/-.
- Imported motor vehicles - Rs. 800.00/-.

How to Obtain Duplicate Driving License
Procedure
- You would have file an FIR with you local police station in case of loss or thrft of your original driver license.
- Please select the nearest RTO office location where the vehicle will be kept from the RTO Office Locations.
- Fill up application form and also consolidate the required documents that are listed under "Required Documents" of this procedure.
- Submit the completed application form with the appropriate fees in the RTO office.
- After validating the submitted documents, if the authorities are satisfied with the documents submitted you will be provided with a duplicate driver license.
Required Documents
- Two copies of a recent photograph.
- The damaged Driver's License if still available.
- FIR document (if applicable).

How to Renew Driving License
Eligibility
- An application for renewal shall be made not more than one month before the date of expiry of the licence.
- If the application is late for more than five years after the date of expiry of the licence, the applicant should undergo all the formalities to obtain a fresh licence.
Procedure
- Please select the nearest RTO office location where the vehicle will be kept from RTO Office Locations.
- Download Application Form 9 or it can be obtained from RTO Office.
- Fillup application form and also consolidate the required documents that are listed under "Required Documents" of this procedure.
- Submit the completed application form with the appropriate fees in the RTO office.
- After validating the submitted documents, if the authorities are satisfied with the documents your driver license will be renewed.

- Filled up Medical Certificate in Form No. 1-A.
- Three copies of passport photographs.
- Appropriate Fees.

Vehical Permit
For grant of All India Permit. The application has to be submitted along with the following documents.
- Form 45.
- Rs 200/- Court Fees.
- 2 copy of Passport size photograph of Applicant.
- Affidavit on Stamp Paper.
- No Objection Certificate issued by concerning registering authority.
- Proof of address.
For grant of Contract Carriage Permit. The application has to be submitted along with the following documents.
- Form SR-21.
- Rs 200/- Court Fees.
- 2 copy of Passport size photograph of Applicant.
- Affidavit on Stamp Paper.
- No Objection Certificate issued by concerning registering authority.
- Proof of address.
For grant of Stage Carriage Permit. The application has to be submitted along with the following documents.
- Form SR-26.
- Rs 200/- Court Fees.
- 2 copy of Passport size photograph of Applicant.
- Affidavit on Stamp Paper.
- No Objection Certificate issued by concerning registering authority.
- Proof of address.
For grant of Private Service Vehcile Permit. The application has to be submitted along with the following documents.
- Form SR-23.
- Rs 200/- Court Fees.
- 2 copy of Passport size photograph of Applicant.
- Affidavit on Stamp Paper.
- No Objection Certificate issued by concerning registering authority.
- Proof of address.
For grant of Private Service Vehcile Permit. The application has to be submitted along with the following documents.
- Form SR-24.
- Rs 200/- Court Fees.
- 2 copy of Passport size photograph of Applicant.
- Affidavit on Stamp Paper.
- No Objection Certificate issued by concerning registering authority.
- Proof of address.
Fees
Fees for Temporary Permits, their renewal and endorsement
- For first three days - Rs. 360.00/- each.
- After first three days, till end of week - Rs. 360.00/- each.
- After first week, for next week, or part there of - Rs. 360.00/- each.
- Change of vehicle type as specified in the permit - Rs. 220.00/- each.
Fees for Taxi / Autorickshaw / Tempo plying regularly
- For one region - Rs.900.00/-.
- For entire country - Rs.1800.00/-.
Fees for Permits other than Temporary Permit, their Renewal and Endorsement
- Contract Carriage (other than Motor Cab) ( for entire India ) - Rs.7200.00 + 500.00 /-.
- Contract Carriage (other than Motor Cab) ( for entire Uttarakhand )/ Counter Signature - Rs.7200.00/-.
- Motor Cab ( for one region ) - Rs.900.00/-.
- Motor Cab ( for entire Uttarakhand )/ Counter Signature - Rs.1800.00/-.
- Motor Cab ( for entire India ) - Rs.3000.00 + 500.00 /-.
- Maxi Cab ( for entire Uttarakhand )/ Counter Signature - Rs3600.00/-.
- Maxi Cab ( for entire India ) - Rs.3600.00 + 500.00 /-.
- Stage Carriage / Counter Signature - Rs.5800.00/-.
